David Mackenzie, who directed the excellent “Hell or High Water“ (2016) now brings us “Relay,” a conspiracy thriller that borrows elements of classic paranoid thrillers like “The Conversation” and “The Parallax View,” both from 1974.  It features a tense, claustrophobic atmosphere in a bustling Manhattan setting.
