CARACAS, Venezuela—Venezuelan Brig. Gen. Antonio Rivero announced at a press conference on Thursday that he had retired from his post more than two weeks earlier on April 7.

He explained that one of the reasons for his departure is the “presence and the meddling of [the] Cuban military” within the armed forces.

Rivero alleges that Cubans have infiltrated in critical areas of the army such as military engineering, weaponry and communications, and military intelligence, and that there have been situations where the actions of the military have been taken under orders from Cuba.

Rivero also criticized the recently sworn in militias, created as a new arm of the national armed forces, asserting that the creation of such a military unit is unconstitutional.
