The U.S. Sixth Circuit Court of Appeals has upheld a Tennessee law that makes it a felony for non-election officials to distribute absentee ballot applications.

The group is suing Hawaii for refusing to hand over voter records; its leader says the state may also be violating a second federal law.

“A cross could indicate agreement, disapproval or an unwillingness to answer the question at all, while a tick was not," said Justice Steven Rares.

Under new rules, voters will have to bring a photo ID to the polls, if they want to cast a vote.
