Michael J. Ellis is a visiting fellow for law and technology in the Edwin Meese III Center for Legal and Judicial Studies at The Heritage Foundation. Prior to joining Heritage, Mr. Ellis has served in senior positions in Congress, the White House, and the intelligence community, including as Senior Director for Intelligence Programs on the National Security Council staff.
