Afghan President Hamid Karzai reacted angrily on Sunday, demanding an explanation for the participation of Russian agents in a anti-narcotics raid in Afghanistan’s Nangarhar Province Friday.

The operation led by the U.S. Drug Enforcement Administration (DEA), seized $55.9 million in heroin from four clandestine laboratories, according to a DEA statement.

Karzai’s office wrote in a statement that in reference to the participation of the Russian agents, “no organization or institution shall have the right to carry out such a military operation without prior authorization and consent of the government of Afghanistan,” and “any repetition of such acts will prompt necessary reaction by our country.”

The Russian government complains that heroin produced in Afghanistan is causing widespread heroin use in Russia. An estimated 30,000 people die each year in the country as a result of heroin use.
