NEW YORK—Judith Farrington has lived in her rent-controlled apartment off Riverside Drive on the Upper West Side for 51 years.
Her problems started almost immediately, and from the beginning she has battled harrassment, pushed for renovations, organized her building and made sure tenants knew how to check whether they were being overcharged and receive receipts for their rent checks. Her original neighbors have all already passed away or moved out, and the building has long been converted into co-ops.
