A government investigation into the causes of widely reported sticky accelerator pedals within automobiles manufactured by Toyota Motor Corp. revealed that in most cases the runaway acceleration was caused by driver error, not any manufacturing defect, according to the National Highway Traffic Safety Administration (NHTSA).

According to data analyzed by NHTSA, in most cases the driver failed to step on the brakes, or only stepped on the brakes at the last second prior to an accident, the administration told Congress in a report this week. Toyota recalled more than 8 million vehicles globally earlier this year due to the accelerator issue, and its president, Akio Toyoda, appeared before Congress and apologized to Washington lawmakers in April.
