Toyota’s investigation into accidents cited as a part of its safety recall earlier this year involving unintended acceleration in its vehicles concluded that in almost all cases the drivers stepped on the gas pedal instead of the brake, according to the company.

In a separate report on Wednesday, the Wall Street Journal cited high-level Department of Transportation insiders saying that government tests also show that drivers could have accidentally pressed their gas pedals when they said they tried to brake. The tests were based on collection of data from vehicles’ electronic data recorders (EDRs), similar to black boxes in airplanes.
