The reconciliation process in the Senate is subject to the Byrd Rule, which is designed to keep it focused on fiscal issues. In the Senate, this is overseen by the Parliamentarian of the U.S. Senate Elizabeth MacDonough. Her job is to make sure reconciliation sticks to the rules and to parliamentary procedure. And this week, MacDonough has made some big rulings against the Senate version of the bill. 
Meanwhile, the Supreme Court on Friday issued its remaining major decisions, handing some wins to the Trump administration, and leaving a lot of questions.
