Four “Russia-affiliated military personnel” who are alleged to have detained and tortured a U.S. citizen in Ukraine have been charged with war crimes, the Justice Department said on Dec. 6.

Federal prosecutors have filed charges against Suren Seiranovich Mkrtchyan, Dmitry Budnik, Valerii LNU (last name unknown), and Nazar LNU.
