BUDAKESZI, Hungary—Tucked away in a leafy hillside suburb west of Budapest, Julia Scharle lives the family-centered life that Hungarian Prime Minister Viktor Orban has long promoted with the slogan “three kids, three rooms, four wheels.”

Scharle, 28, and her husband share a new house with their 2-year-old daughter, and she’s expecting a second daughter in July.
