WHO Declares Ebola Outbreak an International Health Emergency

GENEVA—The World Health Organization on Wednesday declared Congo’s Ebola outbreak an international health emergency, sounding a rarely used global alarm after the virus threatened to spread to a major city and into neighbouring countries.
