A 6-month-old baby pulled from a submerged vehicle in North Carolina has died and charges are pending against the mother, according to the North Carolina Highway Patrol.
Alyssa Mattson, 19, and the baby were pulled from a Wake County pond in Knightdale on Wednesday night, Feb. 28.
