Some Canadian cities need an accounting overhaul—their financial information is so inaccurate, disorganized, or out-of-date, that the cities’ administrations cannot make informed budget decisions, says the C.D. Howe Institute.

The worst offenders are Durham Region, Kitchener, London, and Hamilton in Ontario, as well as Halifax and Regina, according to the institute’s report published March 7. The best city accounting is found in Richmond, B.C. Not far behind Richmond are Surrey and Vancouver, as well as Quebec City and Markham, Ontario.
