ROME—Italy said it hoped to clinch a deal with the European Commission later on Dec. 17 on its contested 2019 budget, hours after the government sent an amended version to Brussels.

A deal would end weeks of wrangling between the Commission and Italy’s coalition government, which is made up of the anti-establishment 5-Star Movement and the right-wing League.
