Mexican authorities said in a televised statement on Monday that those responsible for the mass murder at a birthday party on July 18, were drug cartel inmates that prison staff allowed to walk out of the detention center with weapons and vehicles, reports Reuters.

After guards allowed the inmates from a detention center in the city of Gomez Palacio to walk out of prison, they proceeded to a birthday party in Torreon where they opened fire killing 17 and wounding 18 on July 18. The motivation is believed to be a rivalry between the perpetrators and another gang.

“They were allowed to leave the prison and use the guards’ weapons in these executions and used official vehicles,” said Ricardo Najera, spokesman for the federal prosecutors’ office according to Reuters.

Two prisons guards are being questioned for their involvement in the incident.
