House GOP Lawmakers Introduce Resolutions to Expunge Trump Impeachment Votes

Republican Reps. Elise Stefanik (R-N.Y.) and Marjorie Taylor Greene (R-Ga.) have introduced resolutions seeking to formally expunge both the first and second impeachments of former President Donald Trump.

The congresswomen announced the introduction of the two resolutions in a June 22 statement in which they declared that the Dec. 18, 2019, and Jan. 13, 2021, impeachments of the former president were unconstitutional.

Under their resolutions, charges against Trump would be removed from his record as if they never happened, the lawmakers said.

Specifically, Greene’s resolution (pdf) would expunge the 2019 impeachment of Trump. The then-Democrat controlled House of Representatives charged Trump with abuse of power and obstruction of Congress related to his phone call with Ukrainian President Volodymyr Zelenksyy.

Trump has repeatedly said there was nothing improper about his phone call with the Ukrainian leader.

Greene argued that the facts and circumstances upon which the impeachment charges were based “did not meet the burden of proving the commission of high crimes and misdemeanors.”

It also cites a recently revealed FD-1023 from an FBI informant who claimed that President Joe Biden, during his time as vice president, was involved in a $5 million “bribery scheme with a foreign national in exchange for certain actions.”

The informant alleged that the owner of Ukrainian natural gas firm Burisma paid $5 million to Hunter Biden and $5 million to “another Biden” for the sole purpose of ousting Ukrainian prosecutor-general Viktor Shokin, who was planning to investigate Burisma Holdings.

‘Politically Motivated Sham’

Biden has repeatedly denied allegations of bribery.

In a statement announcing the resolutions, Greene branded the first impeachment of Trump “a politically motivated sham” and accused Democrats of having “weaponized a perfect phone call with Ukraine to interfere with the 2020 election.”

“Meanwhile, the FBI had credible evidence of Joe and Hunter Biden’s corrupt dealings, confirming their involvement in a foreign bribery pay-to-play scheme and receipt of over $5 million each,” she said, citing the FD-1023 form from the FBI informant.

“The form vindicates President Trump and exposes the crimes of the Biden family,” stated Greene. “It’s clear that President Trump’s impeachment was nothing more than a witch hunt that needs to be expunged from our history. I’m proud to work with Chairwoman Elise Stefanik on our joint resolutions to correct the record and clear President Trump’s good name.”

Stefanik’s resolution (pdf), meanwhile, would scrap the second impeachment charges against Trump for incitement of insurrection following the Jan. 6 breach of the U.S. Capitol.

Her resolution states that the impeachment of Trump was based on “a subjective account” of the events that transpired on the day of the breach and that the House did not follow any meaningful legislative process in its impeachment.

‘Democrats Weaponized the Power of Impeachment’

It also states that the facts and circumstances upon which articles of impeachment were based neither met the burden of proving that Trump committed high crimes and misdemeanors nor established that he engaged in an “insurrection of rebellion against the United States.”

Trump posted a series of tweets ahead of the breach of the Capitol calling for a peaceful march.

“The American people know Democrats weaponized the power of impeachment against President Donald Trump to advance their own extreme political agenda,” Stefanik said announcing the resolutions.

“From the beginning of this sham process, I stood up against Nancy Pelosi and Adam Schiff’s blatant attempt to shred the Constitution as House Democrats ignored the Constitution and failed to follow the legislative process. President Donald Trump was rightfully acquitted, and it is past time to expunge Democrats’ sham smear against not only President Trump’s name but against millions of patriots across the country,” the New York Republican added.

To date, Trump remains the only president in history ever to have been impeached twice. He was acquitted at both trials.

More recently, the former president, who is seeking reelection to the White House in 2024, appeared in a Miami court where he pleaded not guilty to 37 charges in the federal government’s classified document case, including obstruction of justice, making false statements, and concealing documents.

It is not yet clear when Stefanik and Greene will bring their measures to the floor.
