SHANGHAI—Reform commitments made by Chinese leader Xi Jinping in a key speech this week failed to go far enough, a top European business lobby said, calling for concrete action and timetables for opening up the world’s second largest economy.
Xi promised on Nov. 5 to lower tariffs, broaden market access and import more from overseas at the start of a trade expo in Shanghai designed to demonstrate goodwill amid mounting frictions with the United States and others.
