“We’re a bill factory. We’re just churning out way too many bills year in and year out. We don’t spend much time studying the problem. And we don’t really evaluate alternatives, or just looking at the bill before us that we’re being asked to vote on in the next 10 minutes after that short proponent and opponent testimony.”
