WASHINGTON—The U.S. Transportation Department (USDOT) said Tuesday it had fined Virgin Atlantic $1.05 million for flying in restricted airspace over Iraq on numerous occasions.
USDOT has jurisdiction since the flights carried Delta Air Lines’ code.
