Senate Republicans are going to insist on having an amendment to keep emergency border powers in place attached to a COVID-19 aid bill, party leaders say.
“It’s safe to say” that Republicans will only support the bill unless it’s amended, Senate Majority Leader Mitch McConnell (R-Ky.) told reporters in Washington.
