NY Harbor Eco-Standards ‘Impossible,’ Says Shipping Industry

Shipping industry advocates have spent years battling the move by the New York Department of Environmental Conservation (DEC) to crack down on cargo ships that carry invasive species into the state’s harbors. What these advocates see as unreasonably strict regulations were due to come into effect January 2012.
