SAN LUIS, Ariz.—A tangled coil of razor wire marks the end of a segment of the border wall between San Luis, Arizona, and Mexico, although it’s just the beginning for illegal migrants entering the city day and night.

Separating two parallel wall sections with 30-foot-high steel bollards is a narrow stretch of dirt road that has been dubbed “no man’s land” by law enforcement.
