Toronto police have announced an updated list of Canada’s Top 25 Most Wanted—a list that comes with $1 million in combined rewards for tips leading to the arrests of the fugitives.

The Toronto Police Service has teamed up with Crime Stoppers, and the BOLO Program—which stands for Be On the Look Out—to track down five suspects wanted for murder in Canada’s largest city. And Toronto Police Chief Myron Demkiw said he is hopeful the “sizeable” rewards of up to $100,000 will “grab the attention of the public” and bring in new information on the fugitives’ whereabouts.

“Without the public’s attention these campaigns would be meaningless,” Chief Demkiw said during a joint April 23 press conference with representatives from BOLO and Crime Stoppers.

BOLO program director Max Langlois said people are often skeptical about receiving an award.

“One of the most common things I’ve heard about BOLO awards over the years is ‘show me the money.’ Today we show you the money,” he said as he and Chief Demkiw unveiled a table stacked with $1 million in cash.

“Today for the first time, we are putting our reward money on the table, literally.”

Topping the newly updated Most Wanted list is Michael Bebee who is wanted on a Canada-wide warrant for second-degree murder in the death of 29-year-old construction engineer Shamar Powell-Flowers last summer. Police announced a $100,000 reward for information leading to his capture at the press conference.

Chief Demkiw said Mr. Bebee, who was already under a gun prohibition for his part in another Toronto shooting four years earlier, has strong ties to the Greater Toronto Area and is particularly known to frequent the Danforth and Scarborough areas of Toronto.

Also commanding a $100,000 reward is Cristian Cuxum, who sits at No. 5 on the list. He is wanted for the murder in connection with the death of Edwin Alvarado in Toronto in October 2022.

Twenty of the 25 fugitives to make the updated list by the BOLO Program are wanted for murder, manslaughter, or attempted murder. The remaining fugitives are wanted for kidnapping, drug and gun offences, and parole violations.

Mr. Langlois said the BOLO rewards are solely tied to a suspect’s arrest, not to court convictions.

“BOLO rewards are payable if the information you provide leads to the arrest of the suspect. Period. There are no other conditions,” he said. “Potential convictions in court have nothing to do with our reward being paid out.”

All reward money comes from the BOLO program, an initiative funded by Stephan Cretier Foundation.

  6. Habiton Solomon—wanted by Waterloo Regional Police Service for second-degree murder.
  7. Joseph Chlala—wanted by Edmonton Police Service for second-degree murder.
  8. Saed Osman—wanted by Edmonton Police Service for first-degree murder.
  9. Dharam Dhaliwal—wanted by Peel Regional Police for first-degree murder.
  10. Mohamed Shire—wanted by Ottawa Police Service for two counts of first-degree murder and one count of attempted murder.
  11. Deshawn Davis—wanted by Ontario Provincial Police for kidnapping.
