World leaders have walked back claims that Russia was responsible for a missile that landed in Polish territory on Nov. 15, killing two people.

“We have no indication that this was the result of a deliberate attack and we have no indication that Russia is preparing offensive military actions against NATO,” Jens Stoltenberg, secretary-general of the Western alliance, said on Nov. 16.
