Philogène was arrested on Oct. 14 just outside Vancouver in Surrey, B.C., by the Metro Vancouver Transit Police, after remaining at large for nearly four years.
Philogène was wanted by Montreal police for first-degree murder and is also suspected of having links to organized crime.
Philogène is expected to be transferred to Montreal in the coming days to face a first-degree murder charge in what police have called the “premeditated” December 2021 killing of Charles-Olivier Boucher Savard. Philogène is also facing charges from the BC Prosecution Service.
Transit officers who performed a search after Philogène’s arrest allege the suspect was carrying fraudulent ID. He is now also facing charges of obstructing a peace officer and possession of ID without lawful excuse.
Philogène, who is originally from Quebec City, was also identified as one of five outstanding suspects in Project Alliance, an extensive joint investigation conducted by the Montreal police and the Sûreté du Québec to solve multiple killings tied to organized crime in Montreal and other regions of Quebec.
Aside from Philogène, four additional suspects avoided arrest in June and are still wanted by police.
The four suspects who still remain at large are: 57-year-old Sacha Krolik and 54-year-old Mario Sollecito who are both wanted on first-degree murder and conspiracy charges in connection with a 2011 case. Both men are thought to be outside Canada.
Also at large are 52-year-old Gianpietro Tiberio and 49-year-old Jean-Ismel Zéphir who are both wanted for first-degree murder and attempted murder in a 2012 case. Police have said they believe Tiberio is in Quebec or Ontario, but that Zéphir is likely overseas.
Philogène is the first suspect to be arrested since the list was released nationwide on Oct. 9.
The newly released roster includes $600,000 in rewards for tips that lead to the apprehension of some of the individuals listed. All rewards being offered are valid until June 9, 2026.
