The ground search to find two missing Quebec girls who were later discovered killed by their father came “too little, too late,” a Quebec coroner has concluded.

In a report released on Oct. 24, Luc Malouin said the 2020 search for Romy and Norah Carpentier was marked by numerous delays by police decision-makers who failed to fully grasp the urgency of the situation.
