The World Organization to Investigate the Persecution of Falun Gong (WOIPGF) telephoned Jiang Zemin, former Chinese Communist Party Secretary and primary initiator of the persecution against Falun Gong, informing him of the lawsuits against him for his role in the persecution. Jiang was staying at the Badaguan Hotel in Qingdao, Shandong Province. Two investigators from WOIPGF called Jiang between 9:25 p.m. and 9:50 p.m. on May 4, 2006. Below is a partial record of the conversation.

“Are you Chairman Jiang?”

“Yes. Who are you?”

“I am a representative of the World Organization to Investigate the Persecution of Falun Gong (WOIPGF). Your persecution of Falun Gong constitutes a genocide…”

Jiang hung up.

When the investigators called again, Jiang picked up. When the investigators asked for Jiang, Jiang hung up immediately. Further phone calls were not answered. At about 10 p.m., staff from the Qingdong Special Telephone Bureau were sent to his room by special order to change the phone number.

On May 6, when the investigators learned that Jiang had returned to the hotel, they dialed Jiang’s new number. No one answered the phone. The investigators then spoke with his secretary, Yin Qinglin, and other staff members. Below is a partial record of those conversations:

“Are you Secretary Yin?”

“Who are you?”

“I am a representative of the World Organization to Investigate the Persecution of Falun Gong. Please pass this message onto Jiang Zemin…”

The other person hung up.

The investigators dialed a staff member’s phone number. “I am an investigator with the World Organization to Investigate the Persecution of Falun Gong.”

The other party screamed in surprise, “What?!” and hung up.

The investigators dialed another staff member’s phone. “I am a representative of the World Organization to Investigate the Persecution of Falun Gong. Please pass this message onto Jiang Zemin…”

The other party stammered, “Don’t tell me. I, I, I don’t live in that building, and I won’t forward the message for you…”

Investigators said, “Please tell Jiang Zemin that his persecution of Falun Gong constitutes genocide. Regardless of the time and location, the details will be thoroughly investigated, and he will be punished to the full extent of the law.”

The other side disconnected.

Although all of Jiang’s staff have direct phone lines in their rooms, after the investigator successfully reached a number of his staff, they all stopped taking phone calls. Below is a list of the staff members who accompanied Jiang to Shandong Province. They bear witness to Jiang’s visit to Shangdong. From now on, they will become WOIPFG’s witnesses from whom to collect evidence.

  • Jiang’s secretary: Yin Qinglin

  • CCP Central Administrative Office: Xiao Yang

  • CCP Secretary of Shandong Province: Zhang Gaoli

  • Deputy CCP Secretary of Shandong Province: Yang Chuansheng

WOIPFG again expressed its determination to find and prosecute all those who have committed crimes against Falun Gong practitioners during the persecution, especially those who were involved in the planning of the persecution and in organ harvesting from live Falun Gong practitioners.

According to the International Advocates for Justice, as of April 2006, Falun Gong practitioners had filed lawsuits against former CCP leader Jiang Zemin in 16 countries.
