NEWARK, N.J.—The prosecution’s key witness in the George Washington Bridge lane-closing trial says a onetime top ally of New Jersey Gov. Chris Christie told him the governor and New York Gov. Andrew Cuomo discussed releasing a report to tamp down questions over the scandal.

David Wildstein said Tuesday that former Port Authority of New York and New Jersey Chairman David Samson told him the governors discussed the idea in October 2013.

That report was never published.

Bill Baroni and Bridget Kelly are charged with orchestrating the September 2013 lane closures to punish a mayor who didn’t endorse Christie’s re-election bid.

Wildstein pleaded guilty to the scheme and is cooperating with the government.

Samson pleaded guilty to separate charges related to his tenure as chairman and is awaiting sentencing

Messages left with Christie and Cuomo’s offices were not immediately returned.
