WASHINGTON—President Donald Trump announced a new artificial intelligence (AI) action plan and signed three executive orders during an AI summit at the Andrew W. Mellon Auditorium on Wednesday.

“America is the country that started the AI race, and as president of the United States, I’m here today to declare that America is going to win it,” Trump told the hundreds in attendance.
