A teacher who survived the mass shooting at Robb Elementary School in Uvalde, Texas, described systemic failures after the shooter entered the building during last month’s incident.

Arnulfo Reyes, the teacher, recalled hearing a loud bang at around 11:30 a.m., telling students to get under their desks as a precaution.
