NEW YORK CITY—The Correctional Association of New York released a report on the Otisville Correctional Facility on Jan. 28, concluding that the prison has an outstanding environment but some inadequate material conditions.

The association is a private entity designated under New York law to provide independent monitoring and review of New York state prisons, and it reports to both the state legislature and the public. The organization has been in operation since 1846.

The Otisville Correctional Facility is a medium-security prison for adult males that sits in the town of Otisville. A July 2024 audit showed that the prison housed 514 inmates, ages 20 to 76. The prison has a maximum capacity of 616 inmates.

Association Executive Director Jennifer Scaife said in the report: “Our monitoring visit to the Otisville Correctional Facility documented a respectful staff culture and calm environment despite the significant staffing shortages. While the facility certainly has different aspects it can improve upon, such as improvements to material conditions, its culture stands out among prisons visited by CANY and should be emulated systemwide.”

The association visited the prison for two days in December 2024, during which its representatives conducted 68 interviews with inmates and made a visual inspection of the facilities. Association representatives also spoke with facility leadership, union representatives, medical staff, and inmate organizations.

The report showed four major findings. One is that the Otisville prison had the lowest levels of reports of abuse of any medium-security prison recently visited by the association, and most inmates said that interactions with staff were either positive or neutral. Otisville Correctional Facility was compared with 13 other state prison facilities that have been reviewed since October 2022.

The association stated that, related to the topic of staff–inmate interactions, the prison is suffering from staffing shortages, according to the facility’s executive team. Significant mandatory overtime is affecting staff morale.

The second finding was that the health care reported at the facility is slightly below average. The association found that 14 of the 35 respondents who addressed health care said specialty care requests were often met with cancellations, extended delays, or procedural breakdowns that left issues unaddressed for weeks or months.

The third finding was that the executive team reported having a large number of volunteer and peer-based programs, but inmates reported that the vocational programs were outdated and had long admission waiting periods.

The fourth finding concerned the material conditions. The association reported that a significant number of inmates said that housing conditions were inadequate. Bathroom, bathing, kitchen, and laundry facilities were criticized by inmates for their functionality or cleanliness.
