NEW YORK CITY—The Correctional Association of New York released a report on the Otisville Correctional Facility on Jan. 28, concluding that the prison has an outstanding environment but some inadequate material conditions.

The association is a private entity designated under New York law to provide independent monitoring and review of New York state prisons, and it reports to both the state legislature and the public. The organization has been in operation since 1846.
