After two years of exhaustive investigation, at least three conflicting reports, and more than a dozen combative congressional hearings, legislation incorporating lessons learned from the deadly U.S. withdrawal from Afghanistan has surfaced, although it is unlikely to be adopted in the waning days of the lame-duck Congress.
