A federal judge has temporarily barred the federal government from punishing New York State for continuing New York City’s congestion pricing toll in defiance of a federal directive to shut it down.

The order, issued Tuesday by Judge Lewis Liman of the Southern District of New York, bars the U.S. Department of Transportation from withholding approvals or funds for the state’s transportation projects. It effectively allows New York City to continue collecting a $9 toll on most passenger cars that enter Manhattan’s business districts south of 60th Street through June 9.
