Missouri Man Rescues Dog Hanging by Electrical Cord Near Freeway

A man driving by an interstate overpass in Missouri rescued a dog whose neck had been tied with an electrical cord and was on the verge of death.

David Fredman was on his way to work on Monday, Aug. 5 when he saw the dog on Interstate 70 in Independence, reported WDAF-TV.
