House Republicans released a budget blueprint on July 15 to pass a third bill that would bypass the Senate filibuster.
The budget resolution calls for allocating $95 billion for defense, farm aid, and state efforts to implement voter ID requirements in elections. This includes $73 billion for defense and intelligence amid the Iran war, $10 billion for election integrity efforts, and $12 billion in farm aid.
Both the House and Senate must pass identical resolutions to unlock the reconciliation process, which allows bills related to taxing, spending, and the national debt to pass with a simple majority. Fifty-one votes are also needed to pass a budget resolution.
The House Budget Committee is scheduled to mark up the resolution on July 16. When the full House will vote on the legislation, if it comes out of the committee, is to be determined.
Instructions in the budget resolution call for the House Armed Services Committee, the House Administration Committee, the House Intelligence Committee, and the House Agriculture Committee to mark up the bill.
The resolution does not have pay-fors, which could be an issue for fiscal hawks.
Republicans will look to include in a reconciliation bill the SAVE America Act, which would require photo voter IDs to vote in federal elections and proof of citizenship to register to vote.
“I am calling on House and Senate Leadership to make this their Number One Priority, and ensure that 350 Billion Dollars in [Reconciliation] 3.0 moves out of the Budget Committee as soon as Congress is back in session,” he wrote in a post on Truth Social on July 7.
“The SAVE AMERICA ACT, which everyone is asking for, paired with the full funding of our Great Department of War, can be passed very quickly, ensuring that the United States of America stays FREE for Generations to come.”
