ORANGE, Calif.—Orange County bus service was operating on a mostly normal schedule Oct. 17, thanks to an 11th-hour agreement between the Orange County Transportation Authority (OCTA) and the union representing 150 maintenance employees to resume contract talks.

Orange County had been bracing for a bus strike as OCTA maintenance employees broke off contract talks. The strike was scheduled to begin just after midnight Monday morning.
