President Joe Biden’s administration has drafted a document that would require background checks for all gun sales, even transactions between private citizens, according to a whistleblower group.

The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) drafted the 1,300-page document, which provides legal justification for a proposed rule that would require background checks for all gun sales, Empower Oversight Whistleblowers & Research said in a letter on Jan. 31.
