WASHINGTON—Then-Sen. Tom Coburn (R-Okla.) called them “the gateway drug to federal spending addiction” in 2006. Tea Partiers forced Congress to declare a “moratorium” on them in 2011.

Now in 2019, House Democrats want to bring back earmarks.
