Rep. Keith Ellison was arrested on Tuesday in Washington D.C. at a immigration rally.

Ellison and several other House Democrats sat in the middle of Independence Avenue, blocking rush hour traffic, reported the Star Tribune.

Police led Ellison away in handcuffs around 4 p.m.

Ellison’s office said the act of “civil disobedience” was aimed at urging Congress to pass legislation that would enable the nation’s undocumented immigrants to apply to be U.S. citizens.

The rally was held on the National Mall, which was shut down because of the partial government shutdown, because of 1st amendment claims, reported Huffington Post reporter Elise Foley.
