NEW YORK—The New York City police commissioner said on Dec. 14, that a more complicated and “chaotic” story is emerging from a witness video that went viral showing a tug-of-war between a New York mother with a toddler and police yanking the boy from her.
Police said an internal review found that Jazmine Headley had used the child as a shield to avoid arrest on Dec. 7 at a Brooklyn social services office.
