The airport on the first day of flight throttling, as ordered by the Federal Aviation Administration (FAA), was full of anxious travelers. The airlines had already sent warnings of possible flight cancellations. People were on the phone to family and business associates to give a heads-up of possible no-shows. Even until the minute of boarding, people were still talking.
