On Sept. 11, China’s yet-to-be-commissioned aircraft carrier, the Fujian, was spotted by the Japanese sailing toward the Taiwan Strait. According to Chinese state media, the ship was merely heading to the South China Sea for routine testing and training, and was not targeting any specific country.
