President Barack Obama says the U.S. will continue attacking the Islamic State (ISIS) in Libya as targets are identified.

Obama is speaking at a news conference in California. He says the U.S. will go after ISIS “wherever it appears.”

Obama is pointing to a raid the U.S. carried out last year that killed a top ISIS leader in Libya. He says the U.S. will take action when it has a clear target in mind.

Obama also says he’s working with other countries to identify opportunities to thwart ISIS in Libya.

Obama says Libya could be successful if it had a functioning government. He says there are plenty of groups in Libya that disagree with ISIS and says establishing a government is a key step to resolving the conflict.
