ALBANY, N.Y.—Two state agencies are launching a “comprehensive review” of an oil spill at Indian Point Nuclear Power Plant in Buchanan, New York.

The Department of Environmental Conservation and the Department of Public Service announced the step Oct. 3 following direction from Democratic Gov. Andrew Cuomo. The agencies said an inspection this weekend turned up “rusted and broken” containment systems that could allow spills to reach the Hudson River.

An undetermined amount of oil spilled into a drainage canal leading to the river on Sept. 30. A spokesman for Indian Point owner Entergy said the oil was not radioactive and none was observed in the river. He also said the spill happened after the cooling system for a turbine in a non-nuclear area of the plant malfunctioned.

Cuomo has called for the plant’s closure.
