Newport Beach City Council will consider approving a plan to construct 312 mostly upscale apartments above a three-level parking structure Jan. 26.

The Residences at 4400 Von Karman Project is a proposed 13-acre project site that would include apartment units atop an 825-space parking garage. If approved, the site would also boast a separate 284-space above ground parking structure, a one-acre public park, and the reconfiguration of existing parking lots.

It would be located within the Koll Center Newport Professional Business Office, between Von Karman Ave. and Birch St near John Wayne Airport.

The rental units would include: 55 studios ranging from 515 square feet to 628 square feet; 149 one-bedrooms, ranging from 665 square feet to 1025 square feet; and 108 two-bedrooms, ranging from 1,000 square feet to 1,413 square feet.

Of the units, 13 would be affordable and restricted to low-income households, while the remaining 299 units would be priced at market rate. The affordable units will be a mix of three studio units, nine one-bedroom units, and one two-bedroom unit.

The residential buildings would be equipped with ground-floor bike storage, and an area for dogs. The second floor of the building would include a pool and spa courtyard, a garden courtyard, a clubroom and fitness center. The fifth level would feature a roof terrace with an outdoor kitchen and dining areas, a game lawn, and a fireside lounge.

The proposed one-acre park could include a dog park, multi-purpose lawn for recreation, bocce court, a shade pavilion, lounge areas with seating, and outdoor tables for group gatherings.
