Violent Criminal Added to Texas 10 Most Wanted Fugitives List

A man with a violent criminal past who violated his parole is now one of the top 10 most wanted fugitives in Texas.

The Texas Department of Public Safety announced July 11 that it added Robert Allen Kotlar, 54, to the list for violating his parole. Here’s what is known about his potential whereabouts:

-He’s believe to be in the Austin area

-He’s possibly homeless

-His last known address was in Houston

-He has family in Denton, Bay City, and Louise, all in Texas, as well as in Tucson in Arizona.

His criminal past includes arrests for assault, burglary, and vehicle theft.

The man, about six feet tall, is known to go by the names Paul Wayne Conners and Murdock, and has numerous tattoos on his hands, arms, legs, and stomach. 

A cash reward of up to $7,500 is being offered for information that leads to his capture. 

There are four different ways to provide anonymous tips:

  • Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
  • Text the letters DPS – followed by your tip – to 274637 (CRIMES) from your cell phone.
  • Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.
  • Submit a Facebook tip at http://www.facebook.com/texas10mostwanted by clicking the “SUBMIT A TIP” link (under the “About” section).
