ORANGE, Calif.—A man was found dead in the City of Orange after being shot in a residential neighborhood in the early morning on Nov. 28.

At around 12 a.m. Sunday, the Orange Police Department arrived at the 2000 block of East Fairway Drive to find the man, who had been shot one time, lying on the sidewalk. He was pronounced dead at the scene, police said.

The victim was identified by the police Monday late afternoon as Michael Tovar, 39, of Anaheim.

After searching for over a day and a half for the shooter, the detectives arrested Joseph Andrew Ruelas, 22, of Santa Ana. He is currently booked at Theo Lacy Facility.

Police have some clues to the motive behind the shooting, but they are not releasing the information at this time, Orange police Sgt. Phil McMullin told The Epoch Times.

Ruelas is currently being held on a $1 million bail, according to the Orange County Sheriff’s Department.

The investigation is ongoing, and anyone with information is encouraged to contact Detective Matt Moss at 714-744-7455.

The city had four homicides in 2020, three in 2019, three in 2018, and four in 2017, according to the Federal Bureau of Investigation.
