It can seem hard to fathom how some people can be so heartless in some of the things they do—especially regarding the treatment of other living creatures, both human and animal.
A motorist in northwest Houston, Texas, back in early February served as a perfect example of that. The individual was driving down the road near Highway 99, on the outskirts of the Houston suburb of Cypress, when they tossed a garbage bag out the car window—full of tiny, newborn puppies that were shivering and starving for food.
